US President Donald Trump has waived key provisions of the Graham Act targeting countries purchasing Russian oil, offering relief to India. Secretary of State Marco Rubio says Trump wants 60 days to assess the economic impact of imposing sanctions on Russia and tariffs on other countries. Rubio cited global energy pressures linked to the Iran war, Houthi attacks on Saudi Arabia and the Russia-Ukraine conflict. He noted that India has diversified its energy portfolio but continues to obtain substantial energy supplies from Russia. Rubio also described India as an important US ally and partner ahead of his visit to India.
